DIED. MANFRED WORNER, 59, NATO Secretary-General, after a series of colon cancer operations; in Brussels. The first German to hold NATO's top civilian post, Worner steered the 16-member alliance through the dramatic changes that attended the end of the Cold War. Following the demise of the Warsaw Pact, Worner helped to build cooperation between the Western alliance and its former Eastern enemies.
